This actually makes sense why waste firepower if you need to. Helps with weight management becuse most planes can only carry so much. So to optimse damage each is carfully carfted with the best measurements aviliable to ensure each city is sufficiently distroyed while ensuring the plane can have enouph fuel to get there.

Aye. I can see a reason to label them (organization), but for the Hydra grunts who probably had to load them on the plain, you would think they would have been English. If I absolutely had to concoct an explanation for what was almost certainly an oversight or me not wanting to make things more difficult for myself and/or the players, here's what I've got:

Hydra, not yet known to the players, are not what they think it is. If you've seen Agents of S.H.I.E.L.D. then you know that WWII is only when they came to the attention of the western powers. While they may have received a recent influx of members from the Axis powers of WWII, their eyes have always been on controlling the entire world. Whether because of the influence of the British Empire at the time, or the opportunities in the the soon-to-be world power of the USA, teaching their agents - even the rank and file - some form of English was just part of their machinations. After all, two thirds of the Allied powers used a form of English. Teaching even the grunts some English would give them more opportunities to gain useful intelligence on the battlefield, even if the opportunity was relatively minor. For spies, higher ups, etc. it is kind of a given they speak and read at least some English.

So... sound like a solid on-the-spot GM answer? I mean, less the parts that would have revealed "Oh, you thought Hydra was a new organization? Let me tell ya about aliens and Inhumans..."

Actually there wouldn't be any problems with reading sence english and german share many of the same letters. The punctuation would be horrible but it would do the job
